A new report titled “Climate Change - A Risk Assessment' has recently been released in London by the United Kingdom [UK] Foreign and Commonwealth Office (FCO). This is the result of a year long study and analysis on the subject. President BIPSS, Major General A N M Muniruzzaman, ndc, psc (Retd), was one of the authors of this report and contributed in the Systemic Risk Analysis chapter [please refer to page 63]. He also participated in the conference series and played the “Climate War Game” as part of the study.
It may be mentioned that General Muniruzzaman is the current chair of the Global Military Advisory Council on Climate Change [GMACCC].

President BIPSS, Major General A N M Muniruzzaman, ndc, psc [Retd] attended the Central and South Asia Regional Conference on Countering Violent Extremism (CVE) in Astana, Kazakhstan recently. The conference was hosted by the government of Kazakhstan in collaboration with the US Department of State. The conference in Astana is a follow on from the White House CVE Summit hosted by President Obama in February 2015. It was attended by government delegations from all countries in the region, major international organisations and think tanks. General Muniruzzaman presented a paper on 'The Role of Civil Society in CVE'.
Earlier, President BIPSS also attended a CVE Conference in Istanbul, Turkey organised by Global Centre for Cooperative Security, USA. That conference also brought together regional organisations, think tanks and subject matter experts on CVE. General Muniruzzaman presented a paper at the conference on 'The Role of Law Enforcement Agencies (LEAs) in CVE.'
It may be mentioned that BIPSS through it's specialised centre Bangladesh Centre for Terrorism Research (BCTR) works closely on issues of terrorism and violent extremism. The centre also undertakes training programmes and has previously conducted a 2 years long Counter Terrorism Capacity Building programme at the national and regional level.
President BIPSS, Major General A N M Muniruzzaman, ndc, psc [Retd]. was invited by the Delegation of the European Union [EU] to the United States to speak at a major Climate Change policy discussion in Washington DC recently. The event was held on the occasion of Climate Diplomacy Day. A policy discussion was held at the Atlantic Council and drew a large audience comprising of policymakers, academics, think tank representatives and members of the press. General Muniruzzaman spoke alongwith an experienced panel of policy experts on the need of addressing key security concerns related to climate induced conditions.
General Muniruzzaman also participated in a special briefing at the US Senate on the subject hosted by Senator Edward J Markey. The briefing was attended by experts, congressional staffers and policy planners. The briefing also focused on the need to make the upcoming COP in Paris a success. He later spoke to the US media on the whole process. It may be mentioned that General Muniruzzaman is currently the Chairman of the Global Military Advisory Council on Climate Change [GMACCC].
President BIPSS, Major General A N M Muniruzzaman, ndc, psc (Retd). attended the 3rd South Asia Think Tank Forum in Kunming, China last week. The theme of this year's forum was The New Silk Road with the concept of Belt and Road [BAR]. General Muniruzzaman was one of the key note speakers in the forum's opening plenary session.
His address at the forum was focused on the strategic implications of the Belt and Road. The forum was attended by heads of all major South Asian think tanks and senior Chinese scholars and policy makers.
President BIPSS, Major General A N M Muniruzzaman, ndc, psc (Retd.) recently attended the United Nations [UN] Conference on Climate Change in Bonn, Germany. The high level conference was attended by various delegations from UN member states and selected experts from around the world. General Muniruzzaman represented the Global Military Advisory Council on Climate Change [GMACCC] of which he is the current Chairman. He specifically stressed on the importance of the security dimensions of Climate Change. The conference held in Bonn was also crucial in the lead up to COP 21 to be held in Paris later this year.
The Weather Channel has released a TV documentary titled "Climate 25". The documentary is the product of a yearlong project and the channel calls it a 'conversation with 25 of the smartest voices on climate, security, energy and peace'. It closely looked at some of the greatest challenges that climate change poses to human security. The project was further described as "The Climate 25 is a digital media and television experience featuring interviews with the world’s 25 most compelling voices on one of the most pressing issues of our time – the impact of climate disruption on human security".
President BIPSS Major General A N M Muniruzzaman, ndc, psc (Retd) was one of the 25 global voices recorded in this documentary. General Muniruzzaman is also the current Chairman of the Global Military Advisory Council on Climate Change - GMACCC
