President BIPSS, Major General Muniruzzaman (Retd.) spoke at roundtable organized by the South Asia Network of Climate Change and Security at Male, the Maldives on the 1stof December 2011 on an invitation of the President’s Office of the Government of the Maldives to discuss opportunities and challenges related to climate change and security in South Asia. The network deliberated on decentralised water diplomacy, diverse causal factors of climate related migration, rural and urban food security, in particular to ensure climate sensitive food production, equitable distribution and sustainable consumption. President BIPSS is  the cofounder of the network that was launched at Dhaka in 2009. The roundtable was organized in collaboration with the President’s Office of the Government of the Maldives and International Alert (an international peace building organization).

President BIPSS Major General Muniruzzaman (Retd.) spoke, on an invitation by the National Council for Science and the Environment (NCSE), at 12th National Conference on Science, Policy and the Environment: Environment and Security held on January 18-20, 2012 in Washington, DC.  The conference brought together over 1,000 attendees from the scientific, business, academic and environmental communities, as well as international, federal, and regional government officials.

In the conference, General Muniruzzaman along with along with other international experts on climate change provided significant insights on the connections between environment and security issues, their common underlying scientific threads, and the policy and governance needed to address security risks posed by a rapidly changing environment.

President BIPSS Major General Muniruzzaman (Retd.) spoke, on an invitation by the Center for South Asian Studies, at Regional Environmental Issues: Water and Disaster Management Conference held on February 11-12, 2012 in Kathmandu, Nepal. In the conference, General Muniruzzaman presented on the theme: “Climate Change and Regional Security: Water and Disaster Management in South Asia”. In the presentation he highlighted the key threats for regional security emanating from climate change induced vulnerabilities in the South Asian Region, elucidating many examples from South Asian countries particularly from Bangladesh Nepal, Pakistan and India. He emphasised on the water and disaster security risks in South Asia including fresh water shortage, Himalayan glacier melting and hydro- conflict, water induced food insecurities, water born diseases, impacts of natural disasters, disaster driven migration and disaster as threat critical infrastructure in South Asia. He offered at the end of the presentation a regional cooperation framework to effectively address regional security concerns associated with water security and natural disasters.

President BIPSS Major General Muniruzzaman (Retd.) was invited to attend and speak in a Global Futures Forum Regional Conference “The Impact of Identity Politics on Violent Extremism: Regional Perspectives” sponsored by the U.S. Department of State and the Centre of Excellence for National Security at the S. Rajaratnam School of International Studies held on October 23 - 25, 2011in Singapore.

In the conference, General Muniruzzaman spoke on the theme: “Identity Politics: the Pathway to Growing Extremism” in which he highlighted the emerging strategic trends in identity politics and the new faces of political extremism shaped by the changing socio-economic and cultural structures threatening identity security in a significant manner. He, using examples from South Asia particularly from Bangladesh, explained how new dimensions of radicalization are emerging even beyond the traditional religious frontier and urged for an integrated and comprehensive effort to address the repercussions of the extremist developments in terms of identity politics.

President BIPSS Major General Muniruzzaman (Retd.) is invited by German Federal Office, to attend the conference“Climate Diplomacy in Perspective:From Early Warning to Early Action”. The conference will take place in Berlin between October 10 and October 11. President BIPSS Major General Muniruzzaman (Retd.) will give an important speech on “Impacts of Climate Change: Conflict Drivers and Coastal Stability”. The presentation will focus on the key risks for peace and stability emanating from climate impact on coastal stability. He will also discuss the nature of conflict drivers influenced by climate change using Bangladesh as case example. Other participants in the conference are senior-level decision makers from other international think tanks, national governments and international organizations as well as senior experts from universities. Over 60 Countries were represented in the Conference at high policy level

President BIPSS Major General Muniruzzaman (Retd.) spoke at the US Air Force University, Maxwell Air Force Base, Alabama. He was invited to speak at the US Air Force Minerva Energy and Environmental Security Symposium in September, 2011.   The Symposium was the culmination of research and study sponsored by US Secretary of Defense through the Minerva initiative. In his presentation, General Munir focused on the complex and emerging  security risks from international energy and environmental security connections.

President BIPSS Major General Muniruzzaman (Retd.) was invited by the Terrorism, Transnational Crime and Corruption Center (TraCCC) of George Mason University, USA to speak on “Climate Change and National Security”. The event hosted by TraCCC took place on 20th January, 2012 at George Mason University Campus in Arlington, Virginia. In his presentation, Major General Muniruzzaman, elucidating the case of Bangladesh as an example, highlighted the key threats for national security of both human and hard dimensions emanating from climate change induced vulnerabilities. To portray the national security problems of Bangladesh caused by changing climatic conditions, he analysed the impacts of environmental challenges, global warming and sea level rise affecting food, water, health, and energy security of the country. He also depicted Bangladesh’s vulnerabilities to natural disasters and the concern of resultant environmental migration in the country.

President BIPSS Major General Muniruzzaman (Retd.) spoke at the Conference on “Climate Change, Conflict and Migration” with special focus on the water dimension of climate security held in The Hague, Netherlands on 21st September 2011. The Conference was arranged by Alliance for UN University of Peace (UPEACE), Costa Rica and the Institute for Social Studies (ISS), The Hague and supported by the Netherlands’ Ministry of Foreign Affairs. In his presentation in the Conference, General Munir focused on climate change, migration, water security and conflicts from a human security perspective. BIPSS Presidentl also spoke at a special lecture event at the Clingendael Institute for International Relations in The Hague.

President BIPSS Major General Muniruzzaman (Retd.) was invited by Konrad-Adenauer-Foundation to attend and speak in the South Asian Conference held on July 3-5, 2011 in Berlin, Germany. In the conference, General Muniruzzaman spoke on the theme: “Climate Change and Environmental Degradation as Threats to National and Regional Stability: Common grounds for regional cooperation on crisis response and early warning systems?” in which highlighted the major national and regional vulnerabilities of South Asia to climate change and portrayed the case study of Bangladesh. He also explored avenues of regional cooperation mechanism among the South Asian countries in the coming years.

President BIPSS Major General Muniruzzaman (Retd.) is invited by Peace Research Institute, Oslo to attend and speak in a Conference "Legacy of War Time Rape: Mapping Key Concepts and Issues" to take place in Oslo October 27-28 2011. This conference offers a first step in mapping key concepts and issues on war rape victims and children born of rape, perpetrators and communities and the dynamic between these actors based on current knowledge.

In the conference, General Muniruzzaman will speak on the theme: “Unpleasant Truth: Sexual Exploitation in the UN Peace Keeping Operation” in which he will highlight, considering the post conflict socio-political landscape of the war torn countries, the current scenario, patterns, tactics and contributing factors towards the sexual exploitations and abuses (SEA) by UN Peacekeepers. He will also focus on the UN steps taken to address the problem and UN limitations in its peacekeeping jurisdictions over troop contributing countries and thereby will devise ways to control SEA in the years to come.

President BIPSS Major General Muniruzzaman (Retd) was invited by the United States Pacific Command to speak at a conference hosted in Hawaii titled “Pacific Environmental Security”. General Munir spoke on “Security Implications of Climate Change: Role of the Military” in which he highlighted major issues of Climate Change and International Security (CCIS) covering human security dimensions as well as hard security dimensions of climate change. The presentation especially touched upon issues relating to social fragmentation, resource competition, intra and inter-state conflict, state collapse and possibility of regional conflicts as a consequence of climate change. It may also be mentioned that BIPSS is engaged in extensive study and research on various aspects of security implications of climate change. General Muniruzzaman is also a member of International Military Advisory Council (IMAC) on Climate Change and Security.

The presentation analysed the security challenges posed by Climate Change and discussed the regional implications and potential for destabilisation.

President BIPSS Joins forum to establish United Nations World Security University

President BIPSS Major General Muniruzzaman (Retd) has been invited to become a part of a special body called the ‘Bellagio Forum’ which is being created to establish World Security University under the aegis of the United Nations. The current concept of setting up such an institution came to light in the aftermath of the 12th UN Congress held in Salvador, Brazil in 2010. This new university will focus on a multidisciplinary approach towards the study of security which will also encompass Public Security, Human Rights, Media and Security, Criminal Justice, Social Communication among others. The Bellagio Forum which will form the nucleus of this new institution will have its inaugural meeting at the Rockefeller Center in Bellagio, Italy in April 2011. The forum will bring together noted security experts from around the world.

President BIPSS, Major General ANM Muniruzzaman (Retd.) presented a lecture on “Bangladesh –GCC Relations –A Future Outlook” at the Bahrain Centre of Studies & Research (BCSR) on 9th June, 2010.

BIPSS President addressed the event as a key note speaker. The presentation highlighted the strong ties of Bangladesh with the GCC countries as potential partner because of religious, historical and cultural common denominators.

The session attended by eminent subject experts, analysts, diplomats, academia, journalists, and cross–section of intelligentsia to discuss about Bangladesh’s relation with the GCC member states.

BIPSS and BCSR, Bahrain Royal Chartered Think Tank signed a Memorandum of Understanding (MoU). The MoU will create a platform for cooperation on various levels including joint organisation of symposia, lectures as well as research on major international and regional issues.

News on Lectures and Talks of BIPSS President

 

President BIPSS, Major General ANM Muniruzzaman (Retd.) joined at the Shangri-La Dialogue, the 9th IISS Asia Security Summit, in Singapore from 4–6 June 2010.

BIPSS President delivered the talk on the following theme: “Reassessing the Security Challenges of Climate Change”. The presentation of the talk touched upon the following: Security implications of climate change, secondary threats of climate change including possible increase in the number of weak and fragile states, health risks, threat to global economic development and food crisis as well as cultural threat.

The dialogue brought together defence and national security establishments of 28 states, as well as number of observer countries. In the current and future Asia Pacific security landscape the Shangri-La Dialogue holds a significant place for policy options.

BIPSS President Major General ANM Muniruzzaman (retd) joined the 10th Bi-Annual International Conference of CATR from 27-29 October 2010 in the Philippines hosted by The Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) and the Council for Asian Transnational Threat Research (CATR), in cooperation with the Institute for Defense Analysis (IDA). The theme of this conference was “The Emerging Landscape of Transnational Threats: Taking CATR to the Next Level”. This meeting was attended by at least 30 security and counter-terrorism experts from Afghanistan, Australia, Bangladesh, India, Indonesia, Japan, Korea, Malaysia, Pakistan, Philippines, Singapore, Sri Lanka, Thailand, and the United States. In addition, part of this conference was the holding of a Public Seminar on Asian Security on 29 October 2010.

BIPSS president will also attend G-20 Consultative Process on Energy Security in London from 28 October- 01 November. It will bring together senior policy makers and experts on energy and climate security issues from many countries.

He will also speak on Asia at 2060 in Taipei, Taiwan from 2 – 07 November.The conference will try to visualise the strategic landscape as the strategic configuration changes in the coming years and decades'.

 

BIPSS President Major General ANM Muniruzzaman (retd) spoke at a conference organised by the Academy of Military Science(AMS) of the PLA in Beijing. The conference which was opened by the Vice Minister of Foreign Affairs of China, held on the theme of " Evolution of International Strategic Configuration and the Asia-Pacific Security ". The conference was brought together selected experts/ specialists from around the world. A number of key issues of security are being discussed in the conference. BIPSS President addressed the conference on the security and stability of Asia Pacific region and his paper was titled " The New Challenges to the Security and Stability of the Asia - Pacific Region ". He also chaired a major session of the conference.

 

President  BIPSS spoke at Climate, Governance  and  Resilience Roundtable in Kathmandu on 3rd September 2010. He was invited by International Alert UK to the third dialogue on climate change, conflict and fragility. Representatives from the South Asia Network on Security and  Climate  Change  (SANSAC) presented new case studies from across the region to ground the discussion  in empirical  knowledge on the interaction between climate change, fragility and security at the State level.

  BIPSS President Speaks at Climate Change Conference in Washington DC  
 

President BIPSS, Major General ANM Muniruzzaman (Retd.) delivered a lecture at the first Conference of the International Institute for Strategic Studies (IISS-US) Transatlantic Dialogue on Climate Change and Security. The conference commenced on 5 May, 2009 in Washington DC. General Munir spoke on “Managing Climate-induced State Threatening Crises”. His co-panelists were Brigadier general Nigel Hall (Retd.), Senior Associate Fellow, Defence Academy of the UK and Dr. Kent Butts, Director, National Security Issue Group, US Army War College. His lecture was followed by a panel discussion participated by security analysts, academics and policy makers from across the world.

  President BIPSS speaks at the World Social Science Forum (WSSF)  
Bergen, Norway

Major General ANM Muniruzzaman (Retd.) spoke at the World Social Science Forum (WSSF) in Bergen, Norway. This was a major International Conference in the field of Social Science, with a view to formulating strategies to counter social and political threats faced by nations. The conference was attended by social scientists, policy planners, leading institutes from all over the world. The WSSF invited selected speakers to speak t different panels and General Muniruzzaman spoke on the theme of “The Future of Armed Conflict”. The conference ended with rich findings in different areas of study.

Norway and UK lecture tour
 

BIPSS President Major General ANM Muniruzzaman (Retd.) has concluded his lecture and speaking engagements in Norway and London. President BIPSS visited prestigious think tanks in Oslo, Norway to deliver lectures. He delivered lectures on “South Asian Security Architecture” in Norwegian Institute of International affairs (NUPI), “State Security and Insecurity in South Asia” in Norwegian Defence Research Establishment and on “Regional Security and Stability in South Asia” in Peace Research Institute Oslo (PRIO), Norway. He also delivered a talk in the Ministry of Foreign Affairs, Norway on “Bangladesh and its place in South Asia”. Senior Norwegian diplomats attended the event. General Munir, during his Norway visit, also met the Secretary General of Norwegian Atlantic Committee, senior officials of Telenor, Norway and made a call on with the Mayor of Oslo.

General Munir attended a number of meetings and had interactions with British think tanks during his London visit in the second week of April. He visited International Institute for Strategic Studies (IISS) and Royal United Services Institute (RUSI) to attend important meetings with the officials of the respective institutes. He was also interviewed by the BBC World Service Television and BBC Bangla Radio Service during his stay in London.

President BIPSS lecture in NDC
on
Civil Military Relations (CMR) in Democracy
 
President BIPSS, Major General ANM Muniruzzaman (Retd.) gave a lecture at the National Defence College, Dhaka on 13 April, 2009. He delivered a presentation, in a joint panel, on Civil Military Relations (CMR) in Democracy. Editor of The Daily Star was the other panelist. General Munir’s lecture centered on the conceptual and theoretical aspects of CMR. The current 44 members of the NDC, of whom 22 are from abroad, attended the lecture. The lecture was followed by a lively question and answer session. The members of NDC, during the session, made their comments and asked question about general issues of CMR, democratic control of the military, state-military relations and the role of media for effective CMR.

Global Security: Present context and effects on Bangladesh

BIPSS President Major General Muniruzzaman ndc, psc (Retd) delivered lecture in the “1st Senior Police Executive Management Course” for the Senior Police Officers on the topic- Global Security: Present context and effects on Bangladesh. In the vast arena of the security studies General Muniruzzaman defined security and raised the importance of the issue of securitization. He analyzed security from various levels and gave the glimpses of global security phenomenon. Studying global security challenges he gave a brief discussion on the trends of global polarization and its link with global security challenges. General Munir urged the understanding and identifying the global security trends and actors.

Study of national security architecture is very important in the global security arena and for that it is very important to understand various stages of “state failure”. Mentioning the transitions of global security President of BIPSS said that the concept of new security is important after the security studies of Cold war and post cold war era. Security has a multi-dimensional phenomenon in the globalized world, where knowledge also has the security implications in the knowledge based societies of the world and talking about information warfare he said Information warfare, or 'infowar', is essentially a struggle of intelligence/ information over force, of signs over weapons, of mind over body. Pointing out various security typologies, Traditional Security, Non-traditional Security, Trans-national Security were highlighted.

Describing all the arena of global security studies Major General Muniruzzaman concluded his lecture by stressing the importance of security analysis of Bangladesh’s geo-strategic importance, the strengths, constrains and the impacts of global security on the country’s national security.

BIPSS President at the 7th IISS Shangri-La-Dialogue Singapore

President of BIPSS, Major General A.N.M Muniruzzaman, ndc,psc (retd.), attended the 7th IISS Shangri-La-Dialogue at Singapore. The Shangri-La Dialogue has been recognized as a key event for defence and security diplomacy for the region. Since 2002 it has become a recognized part of the architecture of Asian defence diplomacy as well as region's premier and most inclusive security institution. All countries in Asia Pacific members of NATO and other major coalitions, international organizations and think tanks attended the conference. Bangladesh joined the summit for the first time at ministerial level. Bangladesh delegation to the conference was headed by Dr. Iftekhar Ahmed Chowdhury, Adviser for Foreign Affairs, Government of the Peoples Republic of Bangladesh. BIPSS President participated different plenary sessions, focus group studies and sidelines bi-lateral meetings. General Muniruzzaman has substantially participated in plenary session speech by Prime Minister of Singapore Mr. Lee Hsien Loong and drew attention of the Honorable Prime Minister on the issue of food refugee in Bangladesh and peaceful rise of China in the region.
