International Conference on Management of Complex Emergencies

The management of complex emergencies is increasingly becoming an important issue in current international affairs. It is characterized by extreme vulnerability due to intrastate conflicts and natural/manmade disasters which can considerably breakdown the authority/capacity of the state in those situations. |
In this backdrop, BIPSS will be organizing a two day International Conference on the Management of Complex Emergencies in collaboration with the International Committee of the Red Cross (ICRC) on December 13-14, 2010. The objective of the conference is to promote a better understanding of how to mitigate and respond to modern day complex emergencies. The conference will be the first of its nature in Bangladesh and will be attended by the subject based experts and practitioners from many countries including Bangladesh, Switzerland, India, Pakistan, China, Srilanka, Nepal, Indonesia, Myanmar, Afghanistan and others. The delegations will be comprised of representatives from the government agencies, armed forces, academics, NGOs, media and international organizations. BIPSS will also welcome a number of international observers/delegates who are interested to participate in the conference. To participate please follow the guidelines in the conference webpage.

Second Bangladesh-Yunan Cooperation Dialogue

BIPSS is going to organize Second Bangladesh-Yunan Cooperation Dialogue from 13-18 November 2010. Chinese counterpart will be lead by Government of Yunan and Bangladeshi side will be lead by BIPSS. The dialogue is being jointly organized by Yunnan Development Research Center of the Provincial Government (YDRC) and Bangladesh Institute of Peace and Security Studies (BIPSS). The objective of the dialogue is to strengthen the bilateral interaction and promote pragmatic cooperation in all-around way between the two countries. |
Key issues for discussion will include issues of connectivity, strategic issues and regional cooperation ranging from diplomatic cooperation, strategic cooperation to economic cooperation.

Bangladesh Institute of Peace and Security Studies (BIPSS) organised an International Workshop on Counter Terrorism Capacity Building (CTCB) for relevant government, private and regional stakeholders on national level. It was five day long workshop, which conducted under the auspices of Bangladesh Centre for Terrorism Research (BCTR), |
a specialised centre of BIPSS, dedicated to the study and research of terrorism. The workshop was scheduled to be held from 3-7 October 2010, at Dhaka Sheraton Hotel. The workshop was successfully accomplished with certificate awarding ceremony. The British High Commissioner Stephen Evans CMG OBE handed over the certificates to all participants of this workshop.

BIPSS organised an international workshop on Counter-Terrorism Capacity Building (CTCB- V) for the regional stakeholders. This was a two-years long British government funded and supported training programme conducted under the auspices of BCTR (Bangladesh Centre for Terrorism Research)- a specialised centre of BIPSS. The CTCB was a capacity building training workshop which aimed |
at developing the capacity of CT (counter terrorism) response community. The first regional-level workshop (CTCB 5) held tentatively from 10-14 October 2010. The representatives from all the SAARC (South Asian Association for Regional Cooperation) countries joined the workshop. During the five- days long workshop, exhaustive professional courses offered by a team of international CT experts from USA, UK, Singapore and Bangladesh.

BIPSS will hold an international workshop on Counter-Terrorism Capacity Building (CTCB) for the regional stakeholders. The 2nd regional-level workshop (CTCB 6) will be held tentatively from 19- 23 December 2010. The representatives from all the SAARC (South Asian Association for Regional Cooperation) countries will join the workshop. During the five-day long workshop, exhaustive professional courses will be offered by a team of international CT experts from USA, UK, Singapore and Bangladesh.The workshop will be the 2nd at the regional level in a series after having completed Ist successful workshop which brought together participants from a multitude of stakeholders in the counter-terrorism response community from all the SAARC (South Asian Association for Regional Cooperation) countries.

Bangladesh Institute of Peace and Security Studies (BIPSS) held a roundtable on “The Af-Pak (Afghanistan-Pakistan) Imbroglio: Challenges and Prospects facing the Stakeholders”on the 13th of October 2010, at 3.30 pm. at Dhaka Sheraton Hotel. The ongoing conflict in Afghanistan is complex. It poses a major security challenge not only to that |
country but also to the region and the international system. It is therefore critical to understand and analyse the correct situation in Afghanistan and the stakes involved for all countries. Bangladesh Institute of Peace and Security Studies (BIPSS) held a roundtable on “The Af-Pak (Afghanistan-Pakistan) Imbroglio: Challenges and Prospects facing the Stakeholders”on the 13th of October 2010, at 3.30 pm. at Dhaka Sheraton Hotel. The ongoing conflict in Afghanistan is complex. It poses a major security challenge not only to that country but also to the region and the international system. It is therefore critical to understand and analyse the correct situation in Afghanistan and the stakes involved for all countries.
Mr. Syed Adnan Ali Shah Bukhari made the key note presentation at the round table. He focused on the threat of Talibanisation of FATA and Khyber-Pakhtunkhwa Province. He is presently working as Associate Research Fellow and head of South and Central Asia at the International Centre for Political Violence and Terrorism Research, Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore.
The round table was attended by subject experts and relevant stakeholders.
Bangladesh Institute of Peace and Security Studies (BIPSS) held a roundtable on “Countering the Financing of Terrorism - Challenges and the Way Forward “on the 4th of October 2010, at 3.30-5.30 pm, at Dhaka Sheraton Hotel. The round table provided a discussion on the countering the financing of terrorism.
Dr. Arabinda Acharya made the key note presentation at the round table. Dr. Acharya is a Research Fellow and Head of Strategic Projects at the International Centre for Political Violence and Terrorism Research in S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore. The round table attended by subject experts and relevant stakeholders.
Money laundering and terrorist financing have become very commonly used concepts all over the world today. These problems spread very hastily if the counter measures are not taken in time. The relevant authority must be conscious about the rules and regulations, laws and amendments and all other relevant factors to counter the financing of terrorism. The roundtable provided for a discussion on common sources and consequences of the financing of terrorism. The challenges toward countering the financing of terrorism and the way forward to it were also discussed on the round table.
BIPSS Strategic Forum

To create a new generation of young strategic/security analysts, BIPSS has launched a Forum called BIPSS Strategic Forum. As the security agenda has expanded in functional terms which may alter strategic stakes and capabilities, the main purpose of the forum is to create a group of new thinkers of young professional on security issues and also to create awareness, innovative modeling, analytical skill of strategic analysis of a new generation. |
BIPSS will invite participants to these interactive forum meetings which will be held twice a month. The first meeting of this strategic forum held on 2ndOctober at 11 am (participation was selective). The theme of the first meeting was “Geostrategic Issues and Interests: The Bangladesh Perspective”.
Publications
BIPSS will publish an Issue Brief on “Small Arms proliferation: Bangladesh Perspective” and a Focus on “ASEAN Regional Forum (ARF): What can Bangladesh expect from this security vehicle?”this month. BIPSS Issue Briefs on “Media and the Military”; “Understanding the water land escape” are going to be published and also the focus on “Is Myanmar going nuclear?”;
“Revisiting the Rohingya in Bangladesh: Problem and Challenges”; “Indian Transit through Bangladesh: A Strategic Analysis” will also be published within December.
BIPSS published a journal of Third Quarter 2010 which includes article on “The War on Terror: The Mumbai Attacks November 2008: India’s Nine eleven”, “At Home Across The Ocean: The Role of The Indian Muslim Diaspora in The Expansion of Religious Networks in South East Asia”,“Community Engagement in Policing: Lessons from Theoretical Suggestions”, “Revisiting Rabindranath Tagore on Nationalism”.

BIPSS and BCSR, Bahrain Royal Chartered Think Tank signed a Memorandum of Understanding (MoU). The MoU will create a platform for cooperation on various levels including joint organisation of symposia, lectures as well as research on major international and regional issues.
