Bangladesh Institute of Peace & Security Studies (BIPSS) has recently initiated a joint project with Konrad Adanauer Stiftung, Germany on “Climate Change and Non -Traditional Security Threats”. The project explores Climate Change Impact and Human Security Condition in Bangladesh in the fields of - Food Security, Water Security, Livelihood Conditions etc. The project will follow a rigorous research methodology including field Survey, lecture series, expert level meetings and workshops and end with submission of results in a national conference.

President BIPSS Major General Muniruzzaman (Retd.) spoke, on an invitation by the National Council for Science and the Environment (NCSE), at 12th National Conference on Science, Policy and the Environment: Environment and Security held on January 18-20, 2012 in Washington, DC.  The conference brought together over 1,000 attendees from the scientific, business, academic and environmental communities, as well as international, federal, and regional government officials.

In the conference, General Muniruzzaman along with along with other international experts on climate change provided significant insights on the connections between environment and security issues, their common underlying scientific threads, and the policy and governance needed to address security risks posed by a rapidly changing environment.

BIPSS Issue Brief January 2012 edition has just been published. The Issue Brief focuses on cyber security, discusses different types of cyber attacks and looks into the question if threats from cyber space are an emerging threat landscape.
If the whole world is connected via internet, cyber attacks are never just a national threat. Computer viruses, worms and botnets usually affect computers worldwide. So every government and every company who is using electronic data processing has to find a way to secure data, to protect private and confidential data against unauthorized access, to control and limit access to electronic devices and administration, and to fend off attacks on their computer systems. So when it comes to cyber security, governments and companies should keep in mind what damage their sensitive data could create if it falls into wrong hands. Cyber espionage and cyber attacks on elementary infrastructure are only two of the different topics that are discussed in the Issue Brief.

Bangladesh Institute of Peace and Security Studies (BIPSS) successfully organized the 2nd Yunnan-Bangladesh Cooperation Dialogue, a track 1.5 dialogue process, jointly with Yunnan Development Research Center (YDRC) of the Provincial Government of Yunnan from 04-06 January, 2012 in Dhaka, Bangladesh at Lakeshore Hotel and Apartments, Gulshan 2.. A high level delegation from the Yunnan Government represented the Chinese side at the Dialogue. The Dialogue was the second in a series of dialogue being held between the two countries. The first one held in Kunming, China in 2009. The objective of the dialogue was to strengthen the bilateral interaction and foster pragmatic cooperation in all-around way between the two countries.

The dialogue covered a broad spectrum of issues of mutual interest including trade and economic cooperation, Bangladesh-China connectivity bilateral, sub-regional and regional Cooperation. Senior experts of both country delegations presented papers on those issues highlighting the respective country perspective. The dialogue was concluded with the Dhaka Declaration 2012, in order to build an atmosphere of understanding and cooperation between the two countries.

President BIPSS, Major General Muniruzzaman (Retd.) spoked a roundtable organized by the South Asia Network of Climate Change and Security at Male, the Maldives on the 1^stof December 2011 on an invitation of the President’s Office of the Government of the Maldives to discuss opportunities and challenges related to climate change and security in South Asia. The network deliberated on decentralised water diplomacy, diverse causal factors of climate related migration, rural and urban food security, in particular to ensure climate sensitive food production, equitable distribution and sustainable consumption. President BIPSS is  the cofounder of the network that was launched at Dhaka in 2009. The roundtable was organized in collaboration with the President’s Office of the Government of the Maldives and International Alert (an international peace building organization).

President BIPSS Major General Muniruzzaman (Retd.) spoke at the Conference on “Climate Change, Conflict and Migration” with special focus on the water dimension of climate security held in The Hague, Netherlands on 21^st September 2011. The Conference was arranged by Alliance for UN University of Peace (UPEACE), Costa Rica and the Institute for Social Studies (ISS), The Hague and supported by the Netherlands’ Ministry of Foreign Affairs. In his presentation in the Conference, General Munir focused on climate change, migration, water security and conflicts from a human security perspective. BIPSS Presidentl also spoke at a special lecture event at the Clingendael Institute for International Relations in The Hague.

Bangladesh Institute of Peace and Security Studies (BIPSS), in association with the Peace Research Institute Oslo (PRIO) has launched a major research project on Water Scarcity in Bangladesh and South Asia: Examining dynamics of conflict and cooperation. Bangladesh is facing serious threats of water stress, with implications for regional security and development. The proposed project will fill knowledge gaps related to water security and promote information-sharing on water between Bangladesh, India and Nepal.The project is supported by the Norwegian government . President BIPSS and Advisor BIPSS will be attending on the first meeting of this project in Oslo, Norway. President BIPSS will also address the meeting about the water scarcity situation in  Bangladesh and South Asia.

President BIPSS Major General Muniruzzaman (Retd.) spoke at the US Air Force University, Maxwell Air Force Base, Alabama. He was invited to speak at the US Air Force Minerva Energy and Environmental Security Symposium in September, 2011.   The Symposium was the culmination of research and study sponsored by US Secretary of Defense through the Minerva initiative. In his presentation, General Munir focused on the complex and emerging  security risks from international energy and environmental security connections.

President BIPSS Major General Muniruzzaman (Retd.) is invited by German Federal Office, to attend the conference“Climate Diplomacy in Perspective:From Early Warning to Early Action”. The conference will take place in Berlin between October 10 and October 11. President BIPSS Major General Muniruzzaman (Retd.) will give an important speech on “Impacts of Climate Change: Conflict Drivers and Coastal Stability”. The presentation will focus on the key risks for peace and stability emanating from climate impact on coastal stability. He will also discuss the nature of conflict drivers influenced by climate change using Bangladesh as case example. Other participants in the conference are senior-level decision makers from other international think tanks, national governments and international organizations as well as senior experts from universities. Over 60 Countries were represented in the Conference at high policy level

President BIPSS Major General Muniruzzaman (Retd.) was invited to attend and speak in a Global Futures Forum Regional Conference “The Impact of Identity Politics on Violent Extremism: Regional Perspectives” sponsored by the U.S. Department of State and the Centre of Excellence for National Security at the S. Rajaratnam School of International Studies held on October 23 - 25, 2011in Singapore.

In the conference, General Muniruzzaman spoke on the theme: “Identity Politics: the Pathway to Growing Extremism” in which he highlighted the emerging strategic trends in identity politics and the new faces of political extremism shaped by the changing socio-economic and cultural structures threatening identity security in a significant manner. He, using examples from South Asia particularly from Bangladesh, explained how new dimensions of radicalization are emerging even beyond the traditional religious frontier and urged for an integrated and comprehensive effort to address the repercussions of the extremist developments in terms of identity politics.

President BIPSS Major General Muniruzzaman (Retd.) is invited by Peace Research Institute, Oslo to attend and speak in a Conference "Legacy of War Time Rape: Mapping Key Concepts and Issues" to take place in Oslo October 27-28 2011. This conference offers a first step in mapping key concepts and issues on war rape victims and children born of rape, perpetrators and communities and the dynamic between these actors based on current knowledge.

In the conference, General Muniruzzaman will speak on the theme: “Unpleasant Truth: Sexual Exploitation in the UN Peace Keeping Operation” in which he will highlight, considering the post conflict socio-political landscape of the war torn countries, the current scenario, patterns, tactics and contributing factors towards the sexual exploitations and abuses (SEA) by UN Peacekeepers. He will also focus on the UN steps taken to address the problem and UN limitations in its peacekeeping jurisdictions over troop contributing countries and thereby will devise ways to control SEA in the years to come.

Bangladesh Institute of Peace and Security Studies (BIPSS) becomes A Member of EU-Asia Network, EU-Asia Network is modeled to be a pioneer network linking leading think tanks in Asia to Europe, EU-Asia Network is a connect between intellectual communities from Both Asia and the EU that holds the ambition to generate a rich thinking on how EU-Asia relations should look in the 21^st century.  Emphasizing on the necessity of EU- Asia bridge, this network has been started to evaluate EU’s approach to Asia. The research pillars of EU-Asia Network include global governance and regional setting, security-development nexus, trade, energy and climate change, and democracy and human rights. BIPSS gladly accepted the invitation of the Network and hoped to work with it in promoting EU-Asia friendly relations.

President BIPSS Major General Muniruzzaman (Retd) has been invited to become a part of a special body called the ‘Bellagio Forum’ which is being created to establish World Security University under the aegis of the United Nations. The current concept of setting up such an institution came to light in the aftermath of the 12th UN Congress held in Salvador, Brazil in 2010. This new university will focus on a multidisciplinary approach towards the study of security which will also encompass Public Security, Human Rights, Media and Security, Criminal Justice, Social Communication among others. The Bellagio Forum which will form the nucleus of this new institution will have its inaugural meeting at the Rockefeller Center in Bellagio, Italy in April 2011. The forum will bring together noted security experts from around the world.

Bangladesh Institute of Peace and Security Studies (BIPSS) , in association with the John D. and Catherine T. MacArthur Foundation based in Chicago, Illinois, USA, has launched a major new research project on the security impact of climate change on Bangladesh and its regional  neighborhood, specifically India, Nepal and the Maldives. The seminal project will examine the latest scientifically acceptable prognostications of climate change affecting Bangladesh, focusing on asset losses - especially loss of land and livelihood to rising sea levels, saline intrusions, periodic surge flooding, environmental damage, and the extent and intensity of resultant internal displacement and potential migration.

The project's findings and recommendations will be launched at an international conference at the conclusion of the study.

To Build trust among multinational participants to encourage wider network and strategic communication, COUNCIL FOR ASIAN TRANSNATIONAL THREAT RESEARCH (CATR) was founded in response to the request of multinational representatives attending a 2005 counter-terrorism conference sponsored by the U.S. Pacific Command (PACOM), the Southeast Asia Regional Centre for Counter Terrorism (SEARCCT), and the Institute for Defense Analyses (IDA).BIPSS is one of the members of this consortium.
